Kazakhstan Slams Ukrainian Drone Strike on Caspian Pipeline Consortium Terminal

Kazakhstan has issued a strong diplomatic warning to Ukraine following a major drone strike that halted operations at the Caspian Pipeline Consortium (CPC) terminal in Russia’s Black Sea port of Novorossiysk.

The Ukrainian naval drone attack severely damaged one of the terminal’s key single-point moorings (SPM-2), forcing an immediate suspension of crude loading. The CPC terminal is responsible for transporting more than 1% of the world’s oil supply and handles roughly 80% of Kazakhstan’s total oil exports. The consortium includes major global energy players such as KazMunayGas, Chevron, Lukoil, and ExxonMobil.

In a statement released on Sunday, Kazakhstan’s Ministry of Foreign Affairs strongly condemned the strike, describing it as the third attack on what it called “an exclusively civilian facility protected under international law.”

“Kazakhstan expresses its protest over yet another deliberate attack on the critical infrastructure of the Caspian Pipeline Consortium,” the ministry said, warning that the incident threatens diplomatic relations between Kazakhstan and Ukraine.

The government urged Kyiv to take “effective measures to prevent further attacks” on the vital energy corridor, stressing that disruptions to the CPC infrastructure carry significant economic and geopolitical consequences.

The halt in operations is expected to impact global oil flows if repairs are delayed, as the CPC route remains one of the most important export channels for Central Asian crude.
